    ..but you have to be careful at what level the wind speed is quoted at.

    At the same (700mb) height, 161 knots = 185 mph, yes. Step two is to extrapolate this to surface-level wind speed - by multiplying by a coefficient betwen 0.88 and 0.91. This gives 185*[0.88-0.91] = 163-168 mph surface wind speed sustained max. And it is teh surface wind speed that determines the Category on the Saffir-Simpson scale. Does the math make sense now?
