    Dept of Ag: -18,000
    HHS: -61,000
    Treasury: -15,000

    DOJ did increase during the Clinton admin, but overall, the number of federal employees fell. Some make the argument that the fed has just taken on more contractors, so it's a wash in the end, but the reforms of the NPR (new procurement rules, strategic planning, etc...) were Gore-led initiatives.

    •  A lot of those agencies replaced employees with (4.00)
      contractors, so I don't think that the government shrunk as much as people are led to believe.  I know that at the NIH positions that were career government positions were phased out but the personnel need continued to exist and, instead of keeping the career position, the position was now filled by a contractor, who sometimes was the same person who had the position that was eliminated.
