    Aside from being a two word phrase Bush can pronounce without stumbling, "compassionate conservatism" is a way to remove the government from its duty of assisting those who need help the most.

    He wants to "unleash the armies of compassion" so the government wont have to do it.  That is why he was shilling for the Red Cross during his early appearances after Katrina.  That is why one of the first things he did was get Bush 41 and Clinton to co-Chair a private fundraising drive.  He would rather leave people to the wolves and let "volunteers" help them instead of the government.

    To Bush, compassionate conservatism means you better find someone to help you in your time of need because the federal government has better things to do.
