    Somewhere between LIHOP and pure incompetence is where I tend to come down on this:

    Greedy, short-sighted bastards who wouldn't mind if something happened (but probably didn't expect nine eleven).  

    I have no doubt that the neo-cons would take money from just about anyone (Jack Abramoff's specialty, isn't it?) and were willing to turn a blind eye to some of the activity going on (i.e., Atta).  They were getting their cash and a little fear on the part of the American people couldn't hurt the Neo-Con cause.  But I'm not sure they expected 9/11 (though, as the PDB demonstrates, the warning signs were there).  

    One benefit of this theory is that it helps to explain how Barbara Olson was not warned.  One drawback of this theory is that the acronmym isn't so catchy.

        While I don't doubt that the PNAC crew would have liked to move the process along as quickly as possible, I don't see them (in this document) calling for a new Pearl Harbor.  And even if they wanted one, it's a leap to say they expected the one they got.
