    Cofer Black was the Director of the CTC.  Along with Tenet, he comes in for the harshest critique in the CIA IG report, which has been given to a few selected Congressmen.

    Cofer, who was CIA Chief of Station in Sudan when UBL had his base there in the mid-1990s, let al-Hazmi and al-Midhar into the US on 1/15/00, and then ordered that the FBI's national security office (then commanded ny John O'Neil) be kept in the dark about the fact.

    Want a leap of faith?  Cofer Black was UBL's control officer, and they had some sort of falling out.  Or, did they?

      By the way, I've read most of Bamford's writings.  His work is fairly conventional, but extremely valuable in its details.

      Remember Gary Schroen, the head of the CIA people who went into Afghanistan in September 2001, claims Cofer Black told him to bring back bin Laden's head packed in a box in dry ice, so that he could show it to Bush.  I suspect this order came from Bush, and was only relayed by Black, and that it is connected to the "Memorandum of Notification" from Bush to the CIA of Sept. 17, 2001 that set out the rules for treatment of captives, initially for the CIA in Afghanistan, and that seems to have been the source of the torture policies.
