    I tend to think that Pearl Harbor was due to complacency.  Hawaii was valued as a staging resource, but never seen as American soil.  Technically speaking, it wasn't at that time; it was only a happy-go-lucky playland for the rich and a remote source for sugar in December 1941.  It was also populated by a lot of non-whites, yes?

    But Madeleine Albright's instructions on hand-off were that al Qaeda and terrorism would be the biggest concerns for the Bush Administrtion.  Richard Clarke is hair-on-fire about it.  FAA issued not one, not two, but FOUR warnings in the summer of 2001 regarding hijacking threats.

    This wasn't complacency.  It's like the difference between DHS/FEMA handling of Hurricanes Charley and Frances in 2004 versus Katrina in 2005.

    Something smells horribly rotten and it's not the garbage in New Orleans.
