    MR. McCLELLAN: The purpose that we're talking about here is a major catastrophic event like a category five hurricane, like a disease outbreak of avian flu, for instance -- that's something the President is very focused on -- or a large-scale terrorist attack....
    Q But would he do this -- ... put the U.S. military in control of what's going on domestically and the military --

    MR. McCLELLAN: Well, again, as he said today, it's to help stabilize the situation.

    Q Would the President go over their heads if he thought it was absolutely necessary to put this in place --
    MR. McCLELLAN: Well, the Northern Command was set up after the attacks of September 11th. It was set up for the purpose of defending the homeland. And that includes helping to defend the homeland when it comes to catastrophic events. They have played an important role in Hurricane Katrina and Hurricane Rita, and it's Northern Command that was responsible for overseeing the operations of the United States military in those two hurricanes.

    So, NorthCom is created after 9-11. General Honore is in charge of the Katrina and Rita clean-ups. Where's FEMA? The National Response Plan gathers dust. And the stage is set for dismantling Posse Comitatus. It's all part of the same plot.

    When connected turns into corrupted

    CRONY CAPITALISM is the name of the Republican game. Their slogan is "take care of your friends and leave the risks of the free market for the suckers." That would be John Q. Public.

    From Halliburton's overcharging in Iraq to Enron's manipulation of the California energy crisis and now the emerging hurricane reconstruction boondoggle, we witness what happens when the federal government is turned into a glorified help desk and ATM machine for politically connected corporations.

    But the defining case study on the deep corruption of the Bush administration and the GOP is emerging from the myriad investigations of well-connected Republican fundraiser and lobbyist Jack Abramoff. For starters, Abramoff, a $100,000-plus fundraiser for George W. Bush's presidential campaigns, is under federal indictment on wire fraud and conspiracy charges. He is also under congressional and FBI investigations.
