I think that the KOS tribe has plucked out the significant references, and everything is clear at this point forward in the message.
Miller, as we have known for sometime, is a professional as spreading dis-information for the administration.
The administration has bought or bribed reporters, why is it such a hard stretch to believe that Miller (probably not bought or bribed) is part of the true believers core.
The Aspen group is one of those think tanks, probably the think tank where Miller officially came on board.
Her job, and she probably suggested this herself, is to "spread democracy" through pushing administration articles through the NY Times - with the goal of bringing Democracy to the Middle East.
Can't you see how noble and pragmatic the neo-cons think they are?
Libby is simply telling Miller that she can turn on him, but he won't turn on her. Her work is not to stay in a jail cell. She has now done considerable work to rehabilitate her image in the press and in the public, and a lot to distance herself from the administration. Now she is set to go back and start planting the administration's slant on - here Libby actually lists them - Iraqi elections (going great!), suicide bombers (nothing at all to do with the U.S. invasion), biological threats (Al Qaeda has them everywhere), and the Iranian nuclear program (with Bolton's help we'll have a U.N. resolution in place by Christmas).
The clusters is an obvious refernece to the Neo-cons stupid domino theory - one democratic nation in the Middle East and they'll all become democratic.

This is what it sounds like ...

But it seems very unlikely to me that Miller is being rewarded with something as a simple as a "bribe."  I think that she is weak and her ego and vanity are so hungry that they need the access to influence and power that the Libby connection provides.  No money changing hands -- What she gets is the juice she needs to keep her brain from exploding.

If you've ever known this kind of person, you'll get what I mean.
