  •  I think you are getting to the heart of it (none)

    but the problem is that we live in a society where the thought of the average person is "Me and Mine and Not Yours." The residents of well-heeled suburbs with award-winning schools would fight bloody murder about having their tax dollars go to poorer schools for both teacher pay as well as better facilities, materials, etc. Remember the bussing wars? I do. Trying to take away money from these schools would create the same sort of uproar. If you were successful, many of these families would move their kids to private schools.

    And, actually, public schools are community-based in America, with oversight by the state and now by the federal govt. with NCLB. I know what you mean by the notion of "public education", I'm just talking the reality of how schools are both funded and administered - which is at the local level.
