is an excellent program - my daughter did it for two years. But it has a couple of problems.

One is that it takes money away from school districts, the same as voucher programs or private schools. In an urban district that might not be a problem, but it is in our rural district which already has budget problems.

In rural areas, it's increasingly a program for the wealthy. My daughter had a 40 mile one-way commute to the local community college - at today's gas prices, that's $8-$10 per day, plus the cost of books and other fees - probably over $2000/yr, not including the cost of the extra car. The average annual household income in our county is around $21K.

There are ways to reduce that (car-pooling, bus where available) but they aren't always workable.

I'm strongly in favor of the program, but I don't know what you do to get around the problems. I don't see an easy solution.
