Is this system going to work?

If only the diarist could add tags to their own diaries and give approval to their own TUs to edit/add/delete other tags.  Personally, I would never presume to add/delete tags to someone else's diary and I would be greatly offended if someone added/deleted tags to mine.  I have no problems taking/giving suggestions on tags, but to have anyone with TU status to be able to add/delete tags on a whim is a bit much in my eyes.  The downfall of all this is that FPs will most likely wind up getting to be the only ones able to edit tags and that'll be just one more thing for people whine about.

The solution to bad speech is more speech, not less.  Yes, I think the First Amendment principle applies here.

Restricting edits to TUs makes sense as a minimal limitation, but beyond that, tagging works best when it's as open as possible.  I think you'll be pleasantly surprised by how quickly the social norms around tagging stabilize.

The only thing missing, really, is a change history for tags so that people can be held accountable for their tag additions/changes/deletions/etc.  Hmmm...
