    The test for taxpayer standing is maddeningly vague, but you'd have to show either outright fraud (ie, spending the money for some purpose other than Iraq) or that the spending itself violates a specific limitation on Congress' spending power.

    By the way, you'd be suing either Rumsfeld (as the officer charged with the disbursement of these specific funds) or Congressional leaders (the body which made the appropriations).
