      Bolton's visit to Judy Miller in prison.  And there has been lots of discussion of a few of Bolton's aids in recent days (Hannah, Wurmser).  It makes sense for Bolton to be involved, especially since his specialty was WMD before he was installed at the UN.  And Lord knows he'd have no problem taking off the gloves to keep the Iraq war on schedule.  We know he's a "kiss-up, kick down" kind of guy.  Any bets on Bolton himself being named a conspirator?

          The info was also channeled to Fleischer (and Bartlett, I presume) on Air Force One, where they were the "two top WH officials" who called at least six reporters.

            Multipe, sometimes overlapping groups of reporters are contacted, all with slightly different versions of the story.

            Confirmation games between different groups of reporters who are calling different Action Takers (informed by Hannah, call Hadley for confirmation; informed by Fleischer, call Rove for confirmation, and so on) - this allows for (they thought) plausible deniability.

              yes, it was run as a covert, off the books, project, with disinformation thrown in to throw others off the track.

              Hence Victoria Plame, Valerie Flame, etc.

              These things were deliberately obfuscated to obscure the real operation, endless blind alleys, etc.

              This, btw, is what they did in the Kennedy assassination (and by "they" I don't mean Bush, Bolton, Cheney, etc., but whoever will involved in that operation). You see the same in other operations as well. It's basic intel operations at the covert level.

              Brilliant.  This makes a ton of sense.  How intelligence operations work is they piece together seemingly unconnected bits of information, each piece innocuous, but together completing the story of what is really going on.  What you describe is how you would intentionally achieve the same thing.  It's as if 5 people were allowed to leak bits of information (P-L-A-M-E) that in isolation are not treasonous, but which when assembled, convey the desired message.

              This explains all the Rovian responses to conversations where he's quoted as saying "Yeah, I heard that too."  Cloaked in deniability while helping achieve the desired result.

              The only way to execute this is to have a conspiracy.  In fact, the only lawbreakers may be the ones at the top directing the conspiracy--the ones who split up the message for delivery.  Everyone else is just a patsy with a part of the message, and not actually having knowingly committed a crime.

              I see next week as going one of two ways:

              1. Fitz has enough to tie back to the original conspirators, and we have a major, far-reaching set of charges.  CAT 5 in Tweety-speak.

              2. Fitz doesn't have enough to prove a conspiracy (because he can't pin down the masterminds), in which case we'll have to settle for whichever patsies were incompetent enough to either a) leak more than their piece of the puzzle, or b) perjure themselves.  A CAT-1 storm, relegated to below the fold by the Miers withdrawal.

              (This actually makes the Miers nomination make more sense--pulling her bid may actually dampen any indictments in the news cycle.)

              Right now I think it's just going to be Libby alone, and Miller for obstruction of justice.  I think Rove gets off the hook.  And Libby and Miller get off the hook by pardon in December of 2008.  (Bush will be seen as "fair" because he saved not only an administration member, but a journalist as well.)

              Remembering Cheney nursed at Nixon's breast, I'll bet that Cheney didn't actually order Bolton's effort.  Remembering Bolton's generally nasty attitude towards people out of line, I'll bet he volunteered.

              That's plausible deniability for Cheney.

              And the intercepts that Bolton requested that the White House refused to release during Bolton's confirmation hearings...what was in them?  There may still be a wrinkle here depending on the contents of those intercepts.
