  •  Not hard to say too many with this number, but (none)
    finding a relevant standard is a hard question:

    So is eight hundred civilian deaths in the assault too many, too few, or just right? What did we gain from the effort?

    My the off the top of my head response to that issue is that we should be comfortable with casualties/benefits ratios that we would be willing to see if the battle were in the suburbs of New York, Dallas, or DC.  And my guess is that we would not be at all comfortable with those figures in those locations even if they were an order of magnitude lower.
