  •  Let me give you a concrete example (none)
Our campus is remodelling one of our buildings. It was SUPPOSED to be done last year. It's now supposed to be done next month.

They have put in the front steps FIVE times. Each time, they screw them up and have to rip them out.

I don't know how many times they've done the roof, there just always seem to be people up there.

They had a plan. They had a timetable. They had a blueprint.

    But they're incompetent.

Bush is not only incompetent, he didn't have a plan, timetable OR blueprint.

He just keeps putting in the steps, and then ripping them out again.

We need a new contractor. Preferably one that's competent, AND who has a blueprint and knows how to read it.

That's one fine analogy, mmacdDE ...

Only one problem: We can't get rid of the contractor soon enough. Either the contract runs to term (Jan 2009), or we take a radical, expensive and risky step of trying to break the contract, which requires a level of support on the Hill that doesn't exist now, and in real probability, won't exist even after the mid-terms (though it's an interesting fantasy for daydreaming).

For now, though, it seems we're stuck with a foreman who doesn't know a ripsaw from a crosscut, or a ball-peen from a claw. ... somebody really ought to register this domain name ...

I think that Bush & Co are following a plan.  Their "plan" was for perpetual war, 1. that's a standard neocon goal, 2. as long as it's chaotic in Iraq, the war-profiteers can steal.  And Bush is dedicated to that.  That's why he won't shift.

They are following a plan all right, it's just not one they advertise.  If order and reconstruction really came to Iraq, it would be much more difficult for them to steal.
