    I like the plan -- have you circulated it to centrist/left think tanks like Brookings? Urban Institute? Sent out info packets to lawmakers? Emailed a copy to Howard Dean?

    Is there a carbon trading market in there?

      Yes, in act 14  
      Revise pollutant certificate trading ... Energize America would add CO2 certificates (which are already traded on a voluntary basis) to the mix.

      Obvisously an area that needs more detail.  I know there are critics who would think that the certificate trading market amounts to a pollution shell game, but it's been very effective in bringing down SO2.  Nothing works with these guys like bringing in the power of greed.

      One way to pre-empt the big oil from sabatoge, is to get them roped in early.  Give them incentives for helping to provide the new infrastructure, building energy components like solar panels, bio-diesal, etc.
