    Reports this morning that the President gave a speech on Patriot Act reauthorization in April, 2004 in which he said "Any time you hear the United States government talking about wiretap, it requires, a wiretap requires a court order. Nothing has changed. When we're talking about chasing down terrorists, we're talking about getting a court order before we do so."

    The speech took place in April, 2004, two years after the President authorized the secret wiretapping program. Audio here: (wrapping may be funky)
