    Guyute16 explained to me what I was missing in your diary. That he Carter adminiistration directives were about foregn surveillance only. The Bush administration is conducting surveillance on domestic targets that recieve of make calls to certain monitored phone numbers. That's what I'd been asking all along. I knew I'd missed something somewhere!! LOL

    My next question is this....Do we know the folks here in the US that were intercepted, were citizens (born here or naturalized) and does that matter under the law? I mean if Joe Blow from Yugoslavia has a student visa, say, and he gets a call from John Smith who is in Canada that the NSA has been monitoring because he allegedly has been financing terrorist group A. Is that legal?
