    The most likely nuclear device used by terrorists would leak tritium gas.  This is what they are looking for and it would require sampling of the air in order to detect higher than normal levels of tritium.  (Tritium is only weakly radioactive and can't be remotely sensed). Any uranium would be shielded and therefore also not detectable without a more intrusive search.

      I freely admit I'm not conversant in the latest nuclear materials detection technology.

      But as noted, there appears to be a 4th amendment issue in any case, as the story mentions intruding on at least some properties in order to carry out this monitoring.
