    I believe it was the Lakota Sioux or perhaps some other plains indians where the women were the ones in actually deciding if/when the Nation was to go to war.  Maybe if women today were in charge of declaring war there would be a little less of them (wars that is, not women), although as it stands with women's involvement in right wing and extremist groups perhaps not.
