    what the criteria is.  I don't think there is one.  There is one judge who handles all of the asbesos pre-trial matters in the whole state(different judges will try cases in various counties) and neither he nor his predecessors is really up to the task of resolving the problem.  Because Minnesota is a lot smaller state, and does not have the industry that Illinois does, the problem is not as severe.  As a result of the limited wrongful death damages, I would bet that Minnesota is not really a preferred jurisdiction for plaintiffs who could bring their cases in other states.

    I'll take a close look at the bills.  Is Specter's bill the same or similar to the bill that passed the Senate committee last year?
