    The Bush/Cheney regime treats terrorism as war not criminal acts, so they see no problem with not holding trials.  

    One problem with this not often emphasized is that without trials, we do not know if the terrorists are who the government says they are.  Germany tried an alleged 9/11 co-conspirator but had to release him because they U.S. did not allow testimony by supposed Al Queda leaders captured in Pakistan.  The U.S. has twice refused extradition of Bin Laden.  Without trials, how do we really know that who is guilty of 9/11?.   The only trial of an alleged co-conspirator, Moussaoui, did not answer these questions as he denied any involvement in 9/11 and it is only assumed that he was involved.  This is a different question from whether he was planning another attack, which he admits.  Of course, he could be lying, but we just do not know
