    Nothing at all.  It transforms from a constitutional right to a statutory right, which is within the scope of congress to limit as they wish.  

    Practically speaking, there will never be an outlawing of abortion through statute though.  The right wing might be able to swing it through a supreme court ruling which finds the fetuses to be citizens (but it's not going to happen on this court).  But no Republican in a pro-choice district is going to want to be on record banning abortion.  Period.
