    "Too many of my counterparts from other countries have told me, `You Americans can't keep a secret'."

    That's right - the most secret government in American history (more than Nixon!) isn't 'secret' enough.  The rest of the world actually wants us to be MORE secretive.  Yeah, right.

      I think what they MEAN is that we can't keep the RIGHT secrets.  Things that shouldn't be secret (say, the entire Bush and Reagan administration documents, as well as 90% of items normally available through FOIA) and the fact that the US monitors Al Qaida's phone conversations are secret, and things that should be, aren't -- like Plame and the like, with our VP deciding when classified information can be disseminated to the press.

      So they can't trust us with proper treatment of secret data.

      Or boiled down, they simply don't trust us, and who can blame 'em?

      President Washington, President Lincoln, President Wilson, President Roosevelt have all authorized electronic surveillance on a far broader scale. -AG
