    CTC Report "Stealing Al-Qa'ida's Playbook" (pdf) gives insight into that. The authors read the writings of the Salafists for clues to inform US 'Combating Terrrorism Center.' One section describes 'The Shayma Effect.' Shayma was a school girl killed by an assassination attempt on the Egyptian PM Atif Sidqi by Islamic Jihad. The Egyptian government launched a media campaign claiming Islamic Jihad had targeted the girl. Zawahiri wrote to Zarqawi to warn him to avoid attacks that could inadvertently kill Muslim civilians. (p.11) So clearly the Jihadis recognize the bad PR of civilian deaths.
