    The delay, as a practical matter, means nothing to DPW.  If it gives Bush the political cover he needs to push this through it's fine by them.

    One thing worth nothing about the legislation though  is that you'll notice that the assumption of it is in favor of the deal passing.  So if congress doesn't intervene after this whole procedure, the deal goes through.

    So let's say that the review happens and the review is wholly inadequate.  Congress would have to pass yet more legislation to shut down the deal or initiate more reviews.  This also has interesting ramifications for the potential use of the filibuster in this situation.

    If the legislation passes, because the deal goes through without explicit intervention by congress, a filibuster can only serve to allow the deal through.  That means a minority of Senators working with Bush can push through the deal no matter what (though is it something you'd want to filibster?).  Conversely, if it ends up being a majority in favor, but only barely, no filibuster could stop it.
