    by accusing them of making a "harassing" phone call that is provably/obviously not such a phone call, would they not be guilty of harassment, and could they be sued for it?

      You do the usual routine.  Make formal complaints to the phone company and police, follow their advice and in general be a law abiding citizen.  Just make sure they know that you don't plan on putting up with their abuse.  Especially from a man who has a certain reputation with phone calls.
