    I do not yet have a web link, but I've seen on an e-mail list that the reform community has issued a more blunt statement including:

    The new regulation issued by the Federal Election Commission (FEC) today resolves the issues raised in the lawsuit brought by Representatives Christopher Shays (R-CT) and Marty Meehan (D-MA) regarding the application of the campaign finance laws to the Internet.

      That they believe the regulations fulfill Judge Kollar-Kotelly's order to do something about public communications does not require that they also believe that other parts of the regs do not run afoul of BCRA under a Chevron test.  Or does it?

        All noises and signs from the reform community suggest that they do not intend to challenge any part of the rule today.  My guess is that they continue to have concerns about possible abuses by state parties, but I also think they will wait until any such abuses arise.   With regard to bloggers and individual speakers, I do not think there is any chance of a challenge to the rules, because their focus really has never been on bloggers (as seen in their original briefs in the district court)....
