    These people do what they are told when they are told.  They do not make independent decisions.  Ever.  Period.  Not at this level.

    Andy Card's sole function was to serve as cover for the fact that Rove was really Chief of Staff.

    This is the way they do things.  Give the title to an obedient sockpuppet who will not draw fire, give the power to someone behind the scenes.

    I'm not denying that Card was involved in the torture mess and the NSA wiretap scandal.  We know he was part of WHIG.  But when Haldeman left Nixon's White House, that resignation was important and shocking because it meant a serious power shift and created a power vacuum on the White House staff.  Card leaving will not even make a ripple in the power dynamics of the Bush Administration.  That is how insignificant he was in the larger scheme of things.  Rove was running the show before and he's running the show now.  So let's not get too excited about the departure of figureheads.
