    He had the title, but you cannot find a prominent Republican who knows anything about the way the White House works who will tell you that Card actually ran the White House or functioned as a true Chief of Staff.

    Andy wasn't in the White House "making moves."  That job is being done by Karl Rove.  Period.  Neither was he "making the country run."  That job is being done by Dick Cheney.

    Card spent a lot of time organizing and attending meetings.  He handled a lot of administrative details and managed staff resources on the day to day level.  but no one, I repeat, no one in either party has ever pointed to him as a decisionmaker or claimed he had any serious power.  If you are a Republican, 72240, you must have a lot of friends who can confirm this.  Anyone who says Andy card did anything of significance in the Bush Administration is just trying to help him be taken seriously as a MA gubernatorial candidate.  Card was a figurehead.  He was chief of staff in name only.  He was not a player.  He had the title, but the heavy lifting was being done by others.  The only thing anyone is willing to say he headed up is WHIG, and we all know how that turned out.

    As I have said repeatedly, the only proof we need that Andy Card did not function the way a powerful Chief of Staff normally would is the way he acted on September 11th.  The people who really wield power in this administration did not sit around in a classroom reading My Pet Goat after they got the news that the second tower was hit.  The people who really make the moves and run the White House and the country were off deciding whether to shoot planes down, and they didn't need the help of Andy Card (or George Bush, for that matter) to make those decisions.

    If you open your eyes and engage your brain you may actually learn as much about your own party as you will learn about ours.
