    The spike for carter in 1980 probably came from his having Ed Muskie (extremly popular in his home state) as his Secretary of State.  A certain uneasiness among more moderate New England Republicans with the rightward drift that the Republican party signaled with Reagan in 1980 may have been a factor as well which created a defection to either Carter or Independent John Anderson who won 7% nationally that year.
