      it should be introduced. Framed not as an abortion amendment, but in terms of things like tracking cell phone locations. Then, let the GOP oppose it because "we know what you're up t, this is about abortion" setting up the retort "Ah, so you now admit abortion is a Privacy issue?"

        is this Tom Frank article (which I diaried here).  

        Basically, conservatives used ballot initiatives in 2004 to boost base turnout.  Why can't we do the same?

          The Michigan marijuana advocacy crew attempted to place a Privacy Amendment on the balot in 2000. Without much support from either the national drug policy reform funders, other issue groups, or any Party but the Libertarians, they fell well short of the 300,000 or so signatures required, but did pull enough to suggest that a better organized effort could succeed.
