I would guess he was assistant to the city manager. He probably did more than make coffee, but I doubt he was coordinating the fire department.  "Emergency services" could mean the 911 call center.  In any case, how busy do you think "emergency services" are in Oklahoma (aside from the Oklahoma City bombing, of couse)?  I'm guessing it's pretty slow.
