The President scribbles a note in the margins of a bill passed by Congress and then acts as if his scribbled note is law. Isn't the President, by doing this, "making law"? And doesn't the Constitution specify that only Congress can make law? So aren't his actions in violation of the Constitution?

If he doesn't uphold the law as written by congress then he isn't upholding the law. That's why Preisidents have been doing it for some time. It is a way of recording thoughts on legislation.
