What I probably shuold have included was what this ruling did not do, which was interfere with independent federal or state laws that protect whistleblowers. So, if you want to encourage brave public servants like Mr. Ceballos (who could very easily have just avoided digging) then push for explicit laws that protect whistleblowers.
