They will be heavily guarded by "private security" firms. Just for laughs, leave all your money, I.D., credit cards and so on, home one day. You have no car and public transportation requires "papers". You have been relocated to another part of the country from your family and friends. There is a curfew. Detention centers could be tents, it wouldn't matter.

This particular boondoggle is the fault of Parson's Construction who still holds a 1 billion dollar reconstruction contract, not Haliburton.

Which is almost Halliburton. Parsons had a contract to do security-related construction--things like police stations (and colleges?). And they were found to have done this kind of shitty work.
Also of note, Dick Cheney's hunting partner and Rove's good gal were lobbyists for Parsons. Parsons got this contract by kissing up to top Admin officials.
