in a diary, knowing how much work we all put into defeating Lieberman, but it is better than Bingamans bill as it would cut emissions which now are increasing by 1 percent a year:

Their plan would require releases of heat-trapping gases to return to 2004 levels by 2012 and to 1990 levels by 2020.

Bingamans takes a more leisurely approach gettin us there by 2030.
I think we should call and support it, even though we don't like Lieberman, as its better than the other one.
Adding 11% to our utility bills by 2020 seems not a huge deal, (especially when you consider the alternative!)
