bad for Americans than the 109th Congress bill (and thus were supported by larger margins).
105th Congress bill passed 97-1 (Paul Wellstone voted NAY).
The 106th and 107th Congress bills had about 14 people voting against them.
Anyway, the real reason Lieberman doesn't deserved to be honored is that he voted for cloture on the bill in the 109th Congress, whereas several other Democrats voted against cloture but for the final bill (Baucus, Bayh, Bingaman, Inouye, Jeffords, and Reid)

Going all the way back to the 105th, all the bills were essentially the same as what got enacted into law and all of them were as controversial. It took some time for the press to catch on, what with their obsession with stained blue dresses and all.
Moreover, if you read the text of the bills, the earlier versions were more harsh in some respects than was the version that was enacted into law.
