I timed to the millisecond. These are official times, which will be used to determine which of the world's legislative bodies make it to the international clap-offs. I believe our Congress is the runaway champion.

in ordinary legislative debates, not only clapping, but booing as well. Of course, this is largely because their votes mean shit so they have to develop some other hobby instead.
