That's the medical practice of hitting people on the head with a hammer to produce a set of bumps which will produce the desired personality trait.

...the moment I saw your headline. I don't know why--maybe it's from freezing my noogies off in my snowmobile suit on Houghton Lake when I was about 11--but ice fishing jokes just get me laughing.
I had a guy working for me last year who was from Northern MN, like between the Twin Cities and Duluth, and it was almost like secret code for us to use Midwest fishing lingo among the New Englanders.
