My question: If this info is available to 911, why isn't it available to ME? I mean, it's my freakin' phone, and MY freakin' service.

I like your question. IS it available to us? Or not? I don't even know! You are right, though - we certainly ought to have access to it.
Regardless, I thanked the woman (who was indeed at my town's police department, though probably a dispatcher rather than an actual cop) profusely. She was very helpful and nice and wouldn't get off the phone till I convinced her that I (at last) knew precisely where I was.
