He didn't (and doesn't) run a very conventional 21st century campaign; he is more of the hands-on retal politics. That and graft, using the USDA Rural Development Grants like they are his personal piggy-bank.
He will go anywhere to give money away, to 'grease the wheels', so to speak. The phrase 'street money' was invented for a guy like Virgil.
