It would be the same logic as, for example, sending a rescue mission after Captain Robert Scott in Antartica. You send more men into the cold, hoping to rescue the ones already there.
BUT, there's nothing about the Bush 'surge' to suggest it's a rescue mission or some sort of military covering operation to help withdraw safely as many troops as possible. The British did that at Dunkerque in 1940. Churchill had the sense to pull out when he was he was, for the time being, beaten. Can you possibly imagine George W. Bush in that position? He'd try to paint it as a victory.
The World War II leader who didn't have the sense to pull back when he was beaten was the guy who lost a half-million man army at Stalingrad and a quarter-million man army in North Africa.
We're all pretty strange one way or another; some of us just hide it better. "Normal" is a dryer setting.
