Sorry, didn't mean to offend. But to me it sounds like the deck is already stacked since you have to pay $250 just to get the chance to appeal to a hearing officer at all.

that a $250 filing fee for an appeal is outrageous, unless at a minimum the fee gets refunded if you win and some portion of it goes toward your debt if you don't.
If you think you're too small to be effective, you've never been in the dark with a mosquito.

ONLY if you win. If you lose, you have to pay all of that plus attorney's fees and administrative costs.

that's the same thing that happens in most cases - with the exception of the attorney's fees part. Didn't you ever get hit with court costs as part of a traffic ticket? But if you just pay and don't contest, you don't get the costs, just the fine. It's a way of discouraging frivolous defenses, although I agree it's waaaay overused, and this case is a gross overuse. But those hearing officers do cost $$.
