That was their cover story for their invasion and their occupation.  Now that they can't pretend any longer, they switch to the "security through separation" routine.  This is all bullshit spin, lipstick on a pig.

Their goal has always been to fracture the country into more easily passified cantons to allow enough cover for their extraction of Iraq's oil.
