  Did it just amount to "you can't sue a government official"? I thought there were exceptions to that.
  
  BTW, I think there's a typo in your diary. Your link say the judge was appointed in 2001, not 1974.

    but the judge ruled that none of the exceptions apply here.
    
    It's hard to lift quotes from the ruling, because he mixes arguments, precedents, and conclusions so thoroughly, even within single sentences, that one has to read entire paragraphs to find what it is he is saying and why. It is a very peculiar style of opinion writing.
