Most court cases are available through PACER, an online service used by the U.S. District Courts. The Plame case would be available through the US District Court for the District of Columbia. Cost is a few cents per page.

You're thinking of CM/ECF, the service attorneys use to file case documents. PACER simply puts online records that had been publicly available at the physical courthouse.
