I think it is a problem with the contrast between his very dark suit, very white shirt which makes him appear to "pop" from the background.
This is a common problem large differences in light reflectivity. Remember Huckabee and the white bookshelf/cross in the background? It was intentional because anyone with a camera hates anything highly reflective like white - it practically jumps off the screen at you and the eye will focus on it to the exclusion of anything else. Usually when men wear a suit, you'll only see a few square inches of the shirt so the effect is not that noticeable.

and I saved the photo to my hard drive and pulled it up in both photoshop and in paint to look at the pixels in the margins around JRE's head. I couldn't see any signs that it had been tampered with.
