California was noted for protecting incumbents in their 2002 redistricting.
In Florida, districts were made Republican friendly.
Democrats were crowded into districts with very high Democratic margins, Republicans into districts with just enough to make them controllable.
As a result, far more districts favor Republicans than Democrats, with the resulting of significant skewing in the R's favor in Congress and both state houses.
We have a petition attempt going to mandate standards for reapportionment, but whether or not it will become effective before 2012 is a good question.
