In fact here in my county of California, where we use non-Diebold optical scanners with paper ballots the scanner still has an insertable chip, and the Inspectors actually pick the machine up from the warehouse the day before the election and store it in their home overnight before bringing it to the polls. How do I know this? I witnessed it with my own eyes!
